Abstract

South Korea introduced mandatory social state assurance for business workers in large corporations in 1977, including lengthened it incrementally to the self-employed until it covered the entire people in 1989. Thirty years of national state assurance in Korea can provide valuable lessons on key issues in state care money procedure which now face many low- including middle-income countries aiming to achieve universal state care coverage, such as: tax as opposed to social state insurance; people including benefit coverage; single scheme as opposed to multiple schemes; purchasing including provider payment method; including the role of politics including political commitment. National state assurance in Korea has been successful in mobilizing resources for state care, rapidly extending people coverage, effectively pooling public including private resources to purchase state care for the entire population, including containing state care expenditure. However, there are also challenges posed by the dominance of private providers paid by fee-for-service, the rapid aging of the population, including the public-private mix related to private state insurance.
